Bicycle Friendly Community Award

This application (Attachment below) was prepared by the Bike Edina Task Force on behalf of Mayor Hovland, Gordon Hughes, Wayne Houle, and other City of Edina leaders and elected officials. 

The Bike Edina accomplishments and upcoming goals and objectives were covered at the February 16th work shop with elected officials and City staff. 

Our closer review was completed today with final inputs from Gordon Hughes and Wayne Houle. 

Attached is the final version. This is the approved version that will be submitted on Friday this week unless any changes come up. Kirk Johnson sent the final version out this evening to the Mayor, Gordon, and copied Wayne and BETF -- 2/17/2010. 

Updated 2/19/2010: Final version is attached. Submitted today at 9:50 a.m., reviewed/approved by Mayor, City Manager, inputs by other City management groups and prepared by the Bike Edina Task Force, submitted on behalf of the City.

Exercise in color!Enjoy fall colors while venturing to beautiful Tonka Bay, primarily through off-road regional trails.   Riders wantedIdeal for adult leisure riders accustomed to relatively flat, longer rides; also for expert riders that enjoy a relaxed pace.  Summary

This is a 44-mile, 5-hour ride featuring rolling terrain beginning at Edina City Hall, heading north to the LRT Regional Trail, westward to Tonka Bay, north to Luce Line, then back to Edina via for a complete loop. Average speed 12 mph; ideal for adults comfortable with this distance and relatively leisure pace.

Meeting Ouctomes for April 27th, 2009 BETF/City Liaison Meeting

  1. Regarding TLC Grant: Next steps include Engineering Dept (W. Houle) to follow up with Dan Erickson from MNDoT.
  2. Regarding April BETF meeting minutes notes for #4, Kirk Johnson has asked Dwaine to get back to John Keprios with a bit more of an explanation of what that meant. This is in progress.
  3. Clarification from April BETF meeting minutes (linked above) for #6, W. Houle said there was analysis underway for what kind of signage is best for Mirror Lakes. This is a recommended bike route.
  4. Sustainability Conference on May 4th: This is put on by the Alliance for Sustainability. Go to the site and look on the right for the May 4th flyer hyperlink. Edina Mayor Jim Hovland will be opening (6:30 a.m.) and Surya Iyer will be speaking also -- leaders from communities nearby will be present. Visit the flyer to learn more. BETF will be having a 10-minute slot to demonstrate how we got started and what we've done and what we will be doing. Kirk Johnson and Alice Hulbert will be there to present this portion. Hope to see you there.
  5. Bike/Ped Infrastructure Dollars Available To States, Cities And Counties Through ARRA Energy Efficiency Grants: deadlines May 25 & June 26 (K. Johnson sent April 5th). This is also known as EEGBG or something similar (there are a few related grants in the same family). City Manager (G. Hughes) noted that the focus of this would likely be for the new public works building and maybe something related to Braemar Arena. Some discussion on Transit for Livable Communities and Met Council regarding upgrades to bus stops. Kirk Johnson suggested including bike parking facilities along with this for park-and-ride options for bikers.
  6. CP Rail: Parks Director (J. Keprios) commented that Todd Brewer has been very effective in the meetings and activities for working through challenges and opportunities for this trail potential.
  7. Map project update: K. Johnson reported that the map project is still in progress and near a final draft phase. Improvements and updates subsequent to our previous discussion include the following, and everyone in the group found these points to be agreeable: (a) Hedberg has removed any indication of regional trails in Edina (these could be added in future versions only if specifically approved and/or construction underway); (b) K. Johnson showed a sample of the Minneapolis map with the distances between markers, and this approach for the Edina bike map will be used -- guiding the placements will be the recommended bike route network; however, the map will not specifically associate these routes with the bike plan; (c) Hedberg will coordinate through K. Johnson the review of the map for City leadership (including Jennifer Bennerotte) and BETF to ensure we are accurate and all are happy with the results; (d) G. Hughes noted that the July "About Town" will be using a bagged approach and it is possible that if we wanted to distribute the bike map, this could likely be arranged at a cost of $1,150 if Hedberg/sponsors cover it: K. Johnson will follow-up with Tom Hedberg on this.
  8. Bike Parking at Parks: K. Johnson to queue this up for BETF for leadership and action: We'd like to know which parks are a priority and for those that are a priority, where to place racks and how many. K. Johnson to organize this work and get back to J. Keprios.

 

Next meeting: We'll assess near end of each month (final Monday) if we need to meet and if so, what the agenda will be. For May, we might try to address topics via email due to Memorial Day Weekend -- K. Johnson will follow-up near that time.

EDINA – (Mar. 23) – A Bike Expo will be held at Southdale on Saturday, May 9 from 10:00 a.m. – 2:00 p.m.  The event, held in the Center Court, is free and open to the public.   

Among the activities, attendees can bring in their bicycle for a safety check by Penn Cycle (includes check and minor adjustments to drive train, brakes and tires). Bicycling experts will be on hand to offer route planning assistance and safety tips for bicycle commuting. 

Attendees will have the opportunity to sign up for prizes through several campaigns including the Commuter Challenge, Bike2Benefits and Twin Cities Bike Walk Week.   

Representatives from the Bike Edina Task Force will provide Edina-specific route planning assistance and updates on Edina’s Comprehensive Bicycle Transportation Plan.  They will also have information about the Edina Bike Parade, happening the following weekend on May 17.   

Metro Transit will have a demo of the bike rack on the front of buses and transit representatives will provide customized transit service information.  “Interest in biking is definitely growing in the Twin Cities, not just for recreation but as transportation for commuting and shorter trips like errands. For so many reasons, biking is one of best ways to get around”, says Melissa Madison, Executive Director of 494 Commuter Services. 

May 10-16 is Twin Cities Bike Walk Week.  Bike Walk to Work Day is Thursday, May 14.  Come to the Bike Expo and get ready to ride this summer!   This event is sponsored by 494 Commuter Services and Southdale Center.

The Edina Morningside Rotary Club will host the first Edina Bike Parade in an attempt to set a world record to raise funds for several children's projects.

Kids ages 8 to 108 are welcome to participate. The parade will take place on the morning of Sunday, May 17, 2009 on a two mile route around Lake Cornelia in Edina.

According to the Guinness World Records the current record for the World’s Largest Bike Parade is 2,152 riders. The goal of the Edina Bike Parade is 3,000 riders.

4 - 4:20: Edina Bike Map (discussion with Tom Hedberg and staff member plus a person on the marketing team): We will be talking generally about content, review process, and distribution options and find out what next steps are.

Outcomes/Highlights:

  1. W.H to give heads-up to GIS staff expert (R.F.) regarding GIS needs from Hedberg; T.H./N.C. to follow-up as needed for information
  2. T.H. explained that the timing would be end of April with a print/distribution of 40,000 for the first run; expected to run out of inventory summer 2009.
  3. Distribution ideas include City Hall info desk, libraries, merchants. Regarding "About Town," G.H. to check on options -- we discussed that this is not currently a bagged item but there may be possibilities depending on price. Another distribution idea is for the new-comer packet.
  4. Regarding markings on the map for proposed routes, there is a need to avoid setting the wrong expectations about "proposed" status. For sure, map would include implemented bike treatments. Ideas to give bikers hints about how to get through/out of the City could include mileage distances on key roads, bolding/coloring roads, also the idea of not marking street names unless the street was a recommended bike route. The objective of the map (giving bikers information about best routes) needs to be balanced against the need to give the right expectations. We will discuss more when the draft is ready.
  5. Hedberg will provide draft versions of the map progress to W.H., G.H., J.K. and BETF (via K.J.) when ready to ensure that everyone from a City leaderhsip perspective is satisfied with the map and so that the BETF can endorse.
  6. Edina Bike & Sport will be a primary sponsor and funder for the map.
  7. City information, such as a link to the City's website, and also how/where to find the City of Edina Comprehensive Bicycle Transportation Plan, will be included.  

 
4:20 - 4:50: Various Topics

a) TLC grant, Promenade, BETF role with anticipated road projects -- any topics too detailed can be addressed in a smaller meeting

  1. We agreed that monthly meetings with the smaller group are helpful to cover upcoming projects, exchange information, ensure we are coordinating well.
  2. Tentatively plan on last Monday of each month; BETF Chair to check in with City Manager/BETF Liaison at least a week ahead of time because we don't want the meeting to be the day prior to the Council meeting (which happens about twice a year) -- in those cases, we'd meed earlier or later.
  3. Regarding anticipated projects, BETF should be aware of the City Construction projects -- view the map. Suggested activities are to ride the upcoming routes, gather feedback with BETF Chair, discuss at these monthly meetings. Note that Blake road will likely have lanes, South Park (Cornelia) area likely to have some kind of signage; W.H. is working on these actively. K.J. to get back to resident asking about Blake/South Park and copy W.H.
  4. The TLC grant is officially approved; W.H. leading the work with TLC from a City perspective.

 

b) Responding to a widely circulated resident letter about Nine Mile Creek (Kirk to bring draft response)

  1. K.J. shared the letter from the Limerick Lane resident
  2. K.J. to send respone to clarify that the Bicycle Plan is a high-level plan and not an implementation plan; the approval of it is for the recommendations it makes, not approval of detailed engineering implementation plans. The letter will provide info about the proposed creek trail being contemplated for more than 15 years, and it will give contacts at 3RPD and City contact J.K.  

c) Other topics as needed -- reserving time

  1. Bike registration: G.H. to look into this likely code that is out of date (section 1452). Reference: M.S. Chapter 168C
